MLB makes an addition to rule 5.07. The addition is an umpire interpretation which prohibits a pitcher from resetting his pivot foot or taking a second step toward home plate during his delivery. If the pitcher violates the rule with a runner on base, a balk is called. A balk is an illegal act by the pitcher when one or more runners are on base but if there are no runners it is a violation and should be considered an illegal pitch under Rule 6.02(b).
