Congress stopped all trade with foreign countries. The U.S. Navy “enforced” it but smuggling grew rampant and punishments were brushed off. President Jefferson endorsed the Embargo at first but eventually repealed it.
Causes: During the Napoleonic Wars in Europe, French and British ships were haggling American ships. They typically seized “war goods” from the ships and the British practice impressment, forcing sailors into their navy, quite often during the war.
Historical Impact: Commerce from exported goods in the North went from $48 million to $9 million in just a year. Not to mention, it barely affected the Britain's or France's economy, which convinced many people to side with the Federalist in later elections.
