January 16th - April 7th. While 13 nations were present, Germany was astounded to find that only Austria Hungary supported his claim. During of which he was humiliated by France and the other nations, as they treated the kaiser like he had no right to speak on the matters, despite his goals to make Germany an international power.

This conference left the Kaiser both bitter with France and Britain, and alarmed at their alliance.
