Proposed by Henry Clay as an attempt to preserve the Union. The terms were that Cali would be admitted free, slave trade was prohibited in DC, Texas loses boundary dispute with New Mexico, no slavery restrictions in Utah or New Mexico, slaveholding permitted in DC, Texas receives $10 million, and Fugitive Slave Law.

Causes
There was an ongoing crises between slavery disputes in different states.

Impact
1) Led to many outcries such as disagreements towards the Fugitive Slave Law.
