The Louisiana Territory was purchased from the French for the small price of $15 million, in order to prevent the French from seizing control of the Mississippi River. Jefferson explained that this purchase would promote peace and security of the nation and serve the immediate interest of the Western citizens. Jefferson admitted that the ability to purchase land was not authorized by the constitution, but he was not concerned about the unconstitutional exercise of executive power.
