The first known innovation of using water generate some type of power was near between 202BCE and 9CE, in China, while the Han Dynasty.

Also said that the use of hydro was used over 2,000 years ago by the ancient Greeks to grind grain.

But obviously there is no date to the very first time as to when hydro power first placed exiztence, but it was created a very long time ago and a renewable resource that created power.
