With the looming unrealistic expectation just 3 years away from that 100% of students would pass states test, the Obama administration invited states to apply for ESEA Flexibility. ESEA Flexibility is the opportunity for states to seek relief from some of the provisions of the No Child Left Behind law that aren't working. Until Congress passes a law that fixes NCLB, states are being given the chance to request waivers of certain portions of the law

My interpretation: Since 1965, the Elementary and Secondary Education Act (ESEA) has provided federal resources and guidance
to schools in an effort to ensure equal access to a quality education for all children. ESEA flexibility enables states and districts to better advance their work by developing locally tailored solutions to address their most pressing education challenges.
