The Congress of Rome was an international treaty signed by the great powers of Europe following the Treaty of Vienna. Pan-German feelings across German and Austria had boomed since the Austrian Civil War and the World feared the power of a united ethno-German state.

In what was known as the April Affair, German announced its plan to unite with Austria. This prompted threats of War from all of Germany's Neighbors, resulting in the great powers meeting in Rome.

The Congress of Rome was held in the Papal States and negotiations were held from May 1942 to January of 1943. The goal of the meeting was officially to establish long lasting peace similar to that of the Congress of Vienna in 1815. However, it had become apparent that the concept of the Balance of Power in the modern only would only bring massive conflicts.

Section I - The Ethno-German State

1. The German Empire would be permitted to unite with the remnants of the Austrian Empire [Those being Austria proper, Bohemia, and Dalmatia].

2. Germany must hold plebiscites in Alsace-Lorraine, South Tirol, and Schleswig-Holstein. [Note that Germany did not hold the South Tirol plebiscite; instead they granted Lombardy-Venetia full independence following their union]

3. German must relieve the Entente Alliance [as well as its former members] of all reparations from the Great War.

Section II - The State of Eastern Europe

1. In lieu of a Hungarian Empire, the new nations of Croatia-Slavonia, Banat, and West Ukraine would not be under German Influence.

2. Lemko would be separated from West Ukraine and established as a German protectorate; Krakow would remain as a German protectorate. Germany cannot annex either of these nations.

3. The German Puppet state in Poland would be dissolved and replaced with a new government. This state would be a German Client State.

4. The German Client status over Ukraine, Crimea, and Kuban would be removed.

5. Akin to Switzerland, Banat is established as an eternally independent state in the Balkans. It's independence in guaranteed by the signatories of the treaty.

Section III - The Congress of Nations

1. All signatories agree to the creation of, and membership to a diplomatic organization known as the Congress of Nations.

2. The goal of the Congress of Nations is to ensure long term peace in both Europe and the World.

3. Any Congress of Nations member that has some form of dispute [whether it political, economic, territorial, or otherwise] with another member must attempt to solve it using the Congress of Nations before war is considered.

4. The Congress of Nations will vote on any matter brought to them. All nations are to be expected to accept the Congress' decisions.

5. A circle of six nations [Brazil, France, Germany, Japan, the United Kingdom, the United States] have special privileges in the Congress. An additional twelve alternating countries are a part of this circle.

6. Vesperia would ceded Navy Island along the US-Vesperia border to the Congress of Nations . On this island would be built the capital of the Congress of Nations; additionally the city would be an independent city state under the sovereignty of the Congress of Nations.

Section IV - Communism and the matter of Russia, China, and the United States

1. All signatories agree to recognize the Romanov Russian government as the legitimate one. The same applies to the Southern Guangzhou Chinese government and New Baltimore Union Government.

2. All signatories agree to aid in the prevention of the spread of communism.

3. The Great Powers agree to halt the spread of communism in their respective colonies, protectorates, and spheres' of influence.

4. All signatories agree to eventually restore Romanov rule to Russia. Same applies to Nationalist rule in China and Union rule in the United States.

The founding members of the Congress of Nations, as in those who attended the Congress of Rome, are as follows; Arabia, Argentina, Belgium, Brazil, British Empire [Separate membership for all the constituent kingdoms within the empire], Bulgaria, Central America, Chilean Empire [Separate membership for; Chile and Patagonia], Colombia, Croatia-Slavonia, Danish Empire [Separate membership for; Denmark, Iceland], Don, Ethiopia, France, German Empire [Separate membership for; Germany, Lombardy-Venetia, Tanganyika, and the United Baltic Duchy], Greece, Guatemala, Japan, Kuban, Lithuania, Luxembourg, Merini, Morocco, The Netherlands, Norway, Persia, Peru, Piratini, Poland, Rio Grande, Romanov Russia, Sonora, Slovakia, Sardinia, Ukraine, the United States, and Venezuela
