When Nicholas II himself became tsar in 1894, he used similarly severe measures to subdue resistance movements, which were becoming bolder and more widespread every year. Nicholas new, restricting laws and orders created even more unrest in society. The revolts were becoming more widespread and after each occurrence and the tsar was forced to declare more rules after each one. It was at this time that the Russian constitution came into place along with the first Russian parliament . As Nicholas II grew weaker, Vladimir Lenin rose to prominence as the most powerful figure in Russia and he lead the revolution.
