The revolts were becoming more widespread and after each occurrence and the tsar was forced to declare more rules after each one. It was at this time that the Russian constitution came into place along with the first Russian parliament . As Nicholas II grew weaker, Vladimir Lenin rose to prominence as the most powerful figure in Russia and he lead the revolution.
