American Official, George Kennan of the American Embassy in The U.S.S.R was ordered to expose the soviets plans and strategies. He did so in a long, long telegram, which numbered 8000 words. In the telegram he stated that the U.S.S.R was heavily armed and determined to spread communism.He also stated that communism could be "contained".
