Abstract
This paper argues that human ambivalence toward global forces and biopower is grounded in age-old anxieties about the strange, the new, and the other, and that these anxieties reflect the extent to which people feel that they are in control of the forces impinging on their local moral worlds. Tolerance of risk is thus a function of ontological security, and will be experienced very differently in the North and the South.
