The Marihuana Tax Act of 1937 was not received by a committee. This was a bipartisan effort, because the act was written by Harry Anslinger (pictured), a republican, and introduced to congress by Robert L. Doughton, a democrat. This law was made for industrial and racial reasons. Some believe the ban on marijuana was an effort made by the leaders in the newspaper industry to limit the hemp industry. Harry Anslinger also blamed cannabis on crimes. He claimed it was a dangerous drug even after getting it tested by 30 scientists, with 29 out of them saying it was a safe drug. He said that cannabis was primarily used by Blacks and Latinos, making them forget their place in american society.
