Yes the NCLB act has been challenged in court. In one case they found it was underfunded by over $70 billion since 2001

The act was generally well thought of. Some thought it had the potential to be underfunded/ it focused on the tests and not as much on other things schools need to function.

It makes teachers meet standard requirements which can ensure that the teachers schools hire are the highest quality and doing their job the best they can, schools have faster and more student growth which makes their school look better.
