On November 8,1994, the California Proposition 187 was approved. Proposition 187 made immigrants residing in the country without legal permission ineligible for public benefits. The day after it was approved many groups filed federal lawsuits against it. The federal court judge issued a permanent injunction against the state of California with forbade the enforcement of Proposition 187.
