The Reign of Terror began on September 5, 1793 in France when Maximilien Robespierre assumed control of the country wanting to build a republic of virtue and institute change in the government. Robespierre wanted to protect the revolution from enemies, so he killed thousands of people (who the revolution was made for) for being less radical than he was; with the help of the guillotine.
