-As ballots are being counted, Stalin gets least amount of results
-There's a movement to get Sergei Kirov to be the winning candidate; Kirov remains loyal and reports it to Stalin
- Still, Stalin perceives Kirov as a threat (probably has him assassinated)
-He creates notion that his own power that will only guarantee communism in the Soviet Union
