Combined with the Watergate scandal, the Vietnam war, race riots, distrust in the government, and the cold war, it seemed as if the US was on the brink of civil war. In the words of an Illinois senator: "With how things are going in the world, I predict a nuclear war is going to occur between us and Russia soon. We'll be lucky if we make it to 1980"
