Plan was made over 30 months by the Commerce Club
The private Chicago Commerce Club hired Moody to sell the plan
- promoted in schools with a "manual" 1911, and in churches with a sermon 1919
City Planning was couched in scientific and systematic way
The Manual created national demand for city planning
