In 1905, the Kaiser of Germany visited Morocco and, after a conference with representatives of Sultan, declared support of the sovereignty of Morocco. This was seen as a direct challenge to French influence in Morocco. The Sultan subsequently rejected reforms proposed by the French and called for a conference of the major world powers to advise him on necessary reforms.

Germany supported their decision, while France maintained there was no need for such a meeting, and the German Chancellor threatened war over the issue. Tensions rose until the French Premier, refusing to risk war over the issue, agreed to attend the conference.

The Algeciras Conference consisted of 15 nations, of which only Morocco, Austria-Hungary and the Two Sicilies supported Germany. While many nations were fairly neutral in the dispute; France had firm support from Britain, Russia, Sardinia, Spain, and the United States.

In the negotiations, France agreed to yield control of the Moroccan police, but otherwise retained effective control of Moroccan political and financial affairs.
