Following the Xinhai Revolution, the subsequent independence of Mongolia and Tibet, and the entrance of Mogolia into a Russian satellite state, the British met with the newly formed republic of China to discuss the future of Tibet.

The accord proposed dividing the nation into the regions of Inner Tibet [Amdo and eastern Kham] and Outer Tibet [Ü-Tsang and western Kham]. Inner Tibet would remain under the new Chinese government while Outer Tibet would become a British Client State.

While opposed by Russia on the grounds of the Anglo-Russian Convention of 1907, which had discussed the regions Persia, Afghanistan, and Tibet between the influences of Russia and the United Kingdom. However the British in turn offered much of the neutral zone in Persia to Russian influence to appease Russia, who was also allowed to turn Mongolia into a protectorate rather than a client state.
