The third Royal Commission held that the work of the Press Council was more concerned with unfettered journalism than with raising standards in the interests of the public. The Commission also noted the evident absence of a code of conduct, the Council’s refusal to condemn inaccuracy and distortion, and the ineffectiveness of its sanctions.
