The law required all states that received federal funds to make education accessible for children with disabilities. It was amended throughout the years and is known today as IDEA. Children are able to receive services from birth, have IEPs, and be provided the same curriculum.

This policy was very successful because it led to people with disabilities being able to receive an education and later gain employment (as opposed to being ignored, or worse, institutionalized).
