This was in response to the Yam rebellion who wished to end "Vooperia"
President Viper addressed the nation after the rebellion ended by saying that this Vooperia will never end and will live on forever. Viper embraced the name Vooperia.

Viper stated that this rebellion signified a new age of America and that this is a unification period in which all Americans can call themselves Vooperians. Viper said that Vooperia has its identity of being the most unified people in all the world.

Viper plans on spreading the Vooperia ideals to the rest of the world during this time.
At this time he starts to focus on the military to do so and does extensive planning.
