Arafat, representing the Palestinians in the UN, was invited to make a speech. He offered peace to the UN, but they rejected it, despite marking it as a turning point.

The rejection was due to:
- 'Rejectionists' in the PLO who refused to accept his new methods
- the Coastal Road Massacre

Israel found the speech an insult and Arafat refused to recognise Israel.
