 This program was instituted as a kind of insurance for the elderly during the Great Depression when the poverty rate among senior citizens was over 50%. It was part of the New Deal that was thought of by FDR and by signing into action, FDR became the first president to advocate for federal assistance for the elderly. It gave money to states to help the “aged individuals”, those who had dependent children, unemployment insurance, maternal and child welfare, public health services, and the blind.
