After the Heiji rising, a struggle for power between the Minamoto and Taira, Taira Kiyomori evolved as the leader of Japan and ruled the country from 1168 to 1178. He was confronted with major threats by the rivalling Minamoto and the Buddhist monasteries who frequently led wars between each other.
