- Keeping control of the Satellite States (as promised by the 1968 Brezhnev Doctrine).
...Were piling up and the economy was on a collision course for collapse (one reason being the low quality of goods produced due to the lack of industrial competition).

To save the soviet union from collapse, Brezhnev saw a need to:
- End the arms race to reduce arms expendeture
- Pull out of Afghanistan
- Abandon the Brezhnev Doctrine
- Introduce a competitive industry in order to increase intensive
