Gorbachev, the new Russian leader, brought the downfall of the communist regime (collapse of the USSR) in Russia. Gorbachev and Reagan had many talks and summits to bring peace and agreement between the two countries. Though Reagan called the Soviet Union the "evil empire", he did achieve peace with it with Gorbachev. Gorbachev implemented the principles of glasnost and perestroika, which allowed free speech, in Russia.
