Prepared by the Thermidorian Convention the constitution of 1795 established a liberal republic with franchise based on the payment of taxes, a two house legislature which slowed down the legislative process and a five man directory chosen by legislature. This allowed the central government to retain great power. It is the constitution the founded the Directory, it was adopted on 22 August 1795 and approved on September 6.
