Congress had created the Veterans Bureau in 1921 for the purpose of building veterans hospitals to rehabilitate wounded veterans of the Great War. Col. Charles Forbes, as head of the Bureau, had embezzled $200 million (a harding Administration scandal). In 1924, Congress passed a Bonus Bill for war veterans giving every soldier a paid up insurance policy that would mature in 1944. The legislation cost the U.S. Government $3.5 billion. Coolidge vetoed it but Congress over rode his veto.
