The 24th amendment declares poll taxes as unconstitutional as a form of voting requirements. Before 1962, poll taxes were used to disadvantage African Americans from voting, limiting the amount of people voting during that time period. When the 24th amendment was passed, the five southern states (Arkansas, Texas, Alabama, Virginia, and Mississippi) continued to allow poll taxes, going against the amendment. Rich, white male citizens made up the majority of voting, and because of poll taxes, white men had a huge impact on the voting results.
