The Second Continental Congress, which occurred after the first one, was a meeting of delegates from the colonies in Philadelphia. During war time, the Second Continental Congress effectively served as a governing body for the thirteen colonies. The issue this time was how to meet the redcoat armies in the colonies. The delegates were not on the team in establishing the Continental Army, but stalled when the question arose of what to next. Many still wanted to try to reconcile with Britain peacefully, and the Olive Branch Petition was sent to King George III. The Second Congress also managed the colonial war effort, financed the war with borrowed funds and without tax support, they gathered men, supplies, and funds, and assisted the colonies on the path of independence. They also did create the Continental Army to support the wars against British.
