When they had Hong Kong, they worked up to make it a government that has laws concerning democratic processes and basic human rights in the territory, which lead to signing the new constitution called, "The Basic Law." The constitution was an agreement that if China got Hong Kong back, they would have to maintain the same government that Britain gave Hong Kong .
