-makes deal w/ mayors to invest in island for tourism in exchange for his support and help convincing residents
-buys NH parcels from 35 farming families and begins selling them to the wealthy of the east coast and Europe as summer homes
-sells to 85 families @ "615" acres each
-650 set aside for nature/private/commercial/public works
-vinalhaven land for working class and north haven land for elites and their staff
- 45 families on NH; 88 on vinalhaven
- after sale on NH 28 move to vinalhaven and 4 move to nearby islands and 4 move away
-last 10 become "stewards" of land( designated working families)
