The Act was passed in response to the 1984 Supreme Court decision in Grove City College v. Bell, which significantly narrowed civil rights enforcement. The Court ruled that only the specific department or program receiving federal funds was subject to anti-discrimination laws, not the entire institution. This limited the scope of protections under Title IX (gender equity), Title VI (racial discrimination), and Section 504 (disability rights).
The Civil Rights Restoration Act reversed this decision by requiring that all parts of an institution comply with federal non-discrimination laws if any part receives federal funding. Despite a veto by President Reagan, Congress overrode the veto in March 1988, and the law was enacted as Public Law.
