On November 2, 1983, President Ronald Reagan signed H.R. 3706 (P.L. 98-144), a congress bill establishing Martin Luther King Jr. Day as a federal holiday observed on the third Monday in January. The law took effect January 1, 1986, and the first nationwide observance was on January 20, 1986.
