Following the conclusion of the Gulf War, Shia Arabs and Kurds within the country began to revolt against Sunni Arab leader Saddam Hussein and the Ba'ath regime. In just one month of fighting, upwards of 250,000 people are believed to have been killed, while about another 2 million are displaced. With rebel forces managing to secure most of Iraq's major cities and provinces in just the first few weeks, a ceasefire is signed.

As a result of the conflict, Kurdistan obtains recognition of self-government a year later with help from the UN's establishment of Iraqi no-fly zones over the territory and the withdrawal of Iraqi troops. Additionally, the UN establishes the United Nations Special Commission (UNSCOM), which will conduct regular inspections of Iraqi weapons to ensure limitations of the creations of weapons of mass destruction (WMD).
