Israel offers the release of 104 Palestinian prisoners in return for Palestines agreement to not use their newly-obtained "observer status" in the UN to advance statehood. Negotiations fail within a couple years due to Israeli settlement growth, the status of the final rounds of prisoners, and Palestinian attempts to join international organizations.
