The Act of 1875 was passed during the Reconstruction Era on March 1st, 1875. This act was designed to provide equal treatment for all people, regardless of race. When slavery was abolished, the US government committed to helping African Americans to adapt to the new life. But this new life was not a big change from their old ones as they would still be discriminated against heavily, which is why the government passed the act. While the act's intent was very good, the government faced challenges in enforcing it, which allowed many states in the South to circumvent it. Eight years later, during the Civil Rights Cases, the Supreme Court decided that the 13 Amendment, which abolished slavery, did not give authority to regulate private discrimination. Because of their decision, they allowed for more segregation in public accommodations. This segregation is illustrated in Ta-Nehisi Coates's book "Between the World and Me" when Coates recalls his childhood living in an all-black neighborhood in Baltimore. Coates states, "When I was your age the only people I knew were black, and all of them were powerfully, adamantly, dangerously afraid," (Coates 14). The fact that the only people he knew growing up were blacks who were dangerously afraid for fear of their lives displays the fact that if the Civil Rights Act of 1857 had been implemented and enforced correctly, we would not have such segregated and unsafe neighborhoods in Milwaukee today.
