Section 504 of the Rehabilitation Act of 1973 is a civil rights law that prohibits discrimination based on a disability in programs and activities receiving financial assistance from the federal government. This was one of the first pieces of legislation to protect the rights of individuals with disabilities, including educational rights. Section 504 ensures that students with disabilities are not discriminated against in schools and are given the same access to educational opportunities as students without disabilities. This section also states that schools have to provide reasonable accommodations to students with disabilities to ensure their access to a FAPE. Section 504 had influenced the transition to person-first language (see People First Language Modernization Act of 2006) by creating the changes in how people with disabilities are discussed, as well as the perception of individuals with disabilities.
