On March 7, 2023, the French Transport Regulatory Authority (ART) issued an unfavorable opinion on the pricing of service facilities operated by SNCF Réseau for the 2024 to 2026 service schedules, published on December 9, 2022. In view of the technical and methodological errors it identified in SNCF Réseau's tariff model, the ART considered that there was a risk of overpricing the regulated services in this first multi-year referral.

SNCF Réseau is the main operator of service facilities in France: in particular, it operates service tracks, which allow trains to park and form trains, and freight terminals. Access to these service facilities is essential for railway companies to be able to offer efficient services on the downstream market.

The proposed tariffs for the 2024 to 2026 service schedules are in line with previous tariff increases, based on an unchanged service offering. While ART had encouraged SNCF Réseau to improve its fare methodology in its previous opinions, ART has once again identified technical errors and methodological limitations that lead to uncertainties in the determination of costs and forecast volumes.
