Berlin wants to increase motorway charges for diesel trucks. A windfall that will allow it to finance rail projects.
In conflict for months on the major issues of their climate policy, the partners of the coalition in power in Berlin have finally reached an agreement that will cost hauliers dearly. According to the compromise, the toll for diesel-powered trucks will be "substantially increased" next year to finance the development of railways. Zero emission trucks will be exempt from all or part of this tax.

A price of €200 per ton of CO2
"The amount of the toll for heavy goods vehicles will almost double in Germany at the beginning of 2024," say the transport federations BGL and DSLV. According to them, the coalition's CO2 surcharge of €200 per ton of CO2 should amount to about 20 cents per kilometer for a 40-ton Euro 6 truck with a fuel consumption of 30 liters per kilometer, instead of 19 cents today.

6 billion extra for rail
The final bill is still in preparation. It should be adopted by the Parliament in the second half of the year. It is assumed that most of the additional revenue generated by the tax will be invested in the development of railways. According to the governing Greens, this share should be 80%, or €6 billion per year, based on the €7.4 billion collected last year. The coalition estimates that €45 billion will be needed to modernize and expand the rail network by 2027.
