Shippers can now use energy saving certificates (EEC) to cover part of the extra cost of transferring their goods from road to rail. This is the meaning of the announcement made by the government on November 4, to encourage the transfer of road freight to rail.

Agnès Pannier-Runacher, Minister of Energy Transition, and Clément Beaune, Minister Delegate in charge of Transport, announced on November 4 the opening of the energy saving certificates (CEE) system to support the modal shift from road to conventional rail freight. The aim is to encourage operators to shift more freight to rail, which consumes six times less energy than road freight.

The standardized operation sheet has been published by decree in the OJ on October 28 for rail freight (click HERE to access it). It provides for an increase in the aid provided so that the support is equivalent to about 13% of the average cost.

This measure is part of the national strategy for the development of rail freight, which aims to double the share of goods transported by rail from 9% in 2019 to 18% in 2030, and to reach 25% in 2050.

AUTF, which contributed to the drafting of this CEE sheet supported by Alliance 4F, will continue discussions with the public authorities, in particular to make emerging traffic eligible (and not only modal shift), to better take into account the traction energy used, and even to include combined transport, which represents a strong growth potential within the framework of the National Strategy for the Development of Rail Freight (see GNTC communiqué).
