Four measures are included in the 2021 Finance Bill (PLF 2021) and will be announced as of next year. They aim to lower the operating cost of rail freight to make it more competitive and attractive for shippers, freight forwarders and road hauliers in the case of piggybacking. This €170 million scheme includes the State paying 50% of rail tolls, with €65 million going to SNCF Réseau, the French rail network manager. In the form of subsidies paid to railway companies, approximately €70 million is intended to support single wagonloads and the so-called "multi-lot" offer used, in particular, by chemical and steel manufacturers. This support will undoubtedly be subject to the European Commission's green light, however, at the risk of being reclassified as State aid, since nearly 90% of single or multi-lot wagons are operated in France by Fret SNCF.
