Seti I fought both the Shasu and the 'Apiru.

From wikipedia: " Pharaoh Horemhab campaigned against Shasu (Egyptian = "wanderers")[citation needed] living in nomadic pastoralist tribes, who had moved across the Jordan River (Moabites with help of Ammonites and Amalekites?) to threaten Egyptian trade through Galilee and Jezreel. Seti I (c. 1290 BC) is said to have conquered these Shasu, Semitic-speaking nomads living just south and east of the Dead Sea, from the fortress of Taru (Shtir?) to "Ka-n-'-na"."

Seti received a report: "The Shasu-bedouin are plotting rebellion. Their chiefs have gathered together in the hills of Kharu (= Syria-Palestine). They have fallen into chaos and are fighting and each one is slaying the other. They do not obey the laws of the Palace!"

In another article, it specifies that the Shasu were in a war against the Hapiru, whom Seti assisted in defeating the Shasu.

Perhaps the Shasu threatening trade in the region were the Moabites? they weren't much of a threat at this time, perhaps this is right around the time Ehud overthrew Eglon?
